Project Controls Specialist – Document Control

Location: Berlin, CT

Anticipated duration: 12 month contract


Summary Of Duties:
The Document Controls Specialist is responsible for using and improving existing enterprise tools, systems and work processes to assist Project Management Practitioners in effective management control and reporting on document status and progress measurement for a low complexity project.  Individuals in this role may develop procedures and conduct audits in close collaboration with the assigned Project Manager and other team members.   The Document Controls Specialists works under close supervision of a senior level Controls Practitioner or PMO Director.


Key Responsibilities:

  • Work with the Project Manager and team to develop document control procedures and workflows using standard templates and tools within prescribed parameters of the assigned project
  • Collect project performance data such as open requests for information, document status, and overdue document approvals
  • Tracks potential changes and approved changes and provides visibility with the client and project management. Maintains version control and configuration management.
  • Assist the Project Manager with maintenance and baseline reviews of project schedules in accordance with approved project parameters
  • Assist the Project or Program Manager in evaluation and assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
  • Supports the intake process of projects through the governance process
  • Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates
  • Review and analyze engineering changes per established rules, workflows, approval requirements, BOM compliance, and lifecycle management
  • Provide backup to all team members by maintaining a working knowledge of jobs within the department
  • Establishes and implements changes and enhancements to processes and Project Lifecycle Management system
  • Flows-down document control requirements to vendors, supports integration into the document control system  
  • Monitors actuals and works with the project managers to review forecasting against budgets
  • Supports the governance and project status review meetings
  • Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools
  • Adheres to the company's Enterprise Project Management methodology and Engineering PMO procedures

Required Skills & Work Experience

  • Expert level working knowledge of Primavera Contract Manager (PCM), familiarity with other Document control products (e.g. Documentum).
  • Excellent working knowledge of document control processes, change management and Good Documentation Practices
  • Strong attention to detail and an expert in version control and configuration management
  • Knowledge of FRA regulations and regulatory requirements
  • Familiarity with project controls, schedule skills (schedule management, schedule reporting), and financial skills (budget management, financial reporting), SAP, and BPC
  • Experienced SharePoint and Microsoft Office (Word, Excel, Visio, PowerPoint) user
  • Strong oral and written communication skills across all levels
  • Ability to organize and analyze large volumes of information
  • An Associate’s degree with minimum of five years of practitioner experience with Document Control, or any equivalent combination of education and experience

Preferred skills & work experience

  • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
  • Experience in the Construction and Railroad industries a plus
  • Six Sigma Yellow Belt
  • Bachelor’s degree
  • PMP Certification
