Job Title: .net/GIS Developer
Job Location: Tallahassee, FL (Mostly Remote, but some on-site required)
Job Duration: 6-month contract, possible extension
Job Overview:

  • Create and manage GIS data and metadata for web-based mapping applications.
  • Use Python programming to develop workflows that require specific geoprocessing tasks to build and update databases for given projects.
  • Design, develop and maintain web sites and GIS web mapping applications, most frequently using the ArcGIS Experience Builder developer edition.
  • Design, develop and maintain ArcGIS Pro maps and publish to ArcGIS Server map services and/or ArcGIS Online web maps.
  • Coordinate and provide training, consultation, and design recommendations to end-users of GIS web mapping applications.
  • Design, develop and maintain Geodatabases.
  • Design, develop and maintain SQL Server stored procedures, functions, and views.
  • Provide change management in a code promotion role in partnership with development team.
  • Provide analytical services on systems to implement user-defined requirements.
  • Provide analytical services on systems to identify operational efficiencies.
  • Facilitate collecting system requirements with the business program staff.
  • Produce work estimates to implement user-defined requirements.
  • Perform testing on system changes to meet user-defined requirements.
  • Facilitate user acceptance testing (UAT) with the business program staff.
  • Produce status reports on the implementation of user-defined requirements.
  • Produce accounting of hours worked by tasks.
  • Provide analytical services on FWC GIS & IT processes to identify operational efficiencies.
  • Follow FWC GIS & IT processes and coordinate with other FWC GIS & IT staff to ensure compliance with FWC standards.
  • Technical consultant to FWC staff.
  • Complies with and enforces all agency policies, procedures, and security policies.
  • Provide Technical Training (Knowledge Transfer), as required for FWC staff as related to FWC GIS web mapping applications.
  • Remote work for this position is contemplated but must be available for initial on-site setup and regular meetings at offices in Tallahassee, Florida.

Required Experience:
GIS-related

  • 3+ years' experience with combined ArcGIS Desktop and/or ArcGIS Pro
  • 3+ years' experience with ArcGIS Pro
  • 2+ years' experience with configuring ArcGIS Online web maps
  • 3+ years' experience developing GIS data
  • 3+ years' experience creating maps using documented cartographic design principles
  • 2+ years' experience publishing GIS data to ArcGIS Server map services
  • 2+ years' experience Python scripting for Esri GIS desktop products such as GIS data processing tasks
  • 2+ years' experience with SQL programming accessing GIS datasets and/or MS SQL tables/views

GIS Web Mapping Application Development

  • 3+ years' experience developing ArcGIS Web AppBuilder and/or Experience Builder applications using the developer edition of these applications
  • 3+ years' experience Javascript, CSS, HTML programming
  • 2+ years' experience with Google Maps API
  • 2+ years' experience with ASP.NET Core with C#
  • 2+ years' experience with PHP
  • Experience building ADA-compliant GIS web mapping applications
  • Experience developing mobile compatible GIS web mapping applications
  • Experience providing analytical services on systems to implement user-defined requirements
  • Experience providing analytical services on systems to identify operational efficiencies
  • Experience collecting system requirements with business program staff
  • Experience producing work estimates to implement user-defined requirements
  • Experience testing system changes to meet user-defined requirements
  • Experience facilitating user acceptance testing (UAT) with business program staff
  • Experience in change management best practices, serving in a code promotion role in partnership with development team

Education

  • A Bachelor's degree or higher in Geography, Natural Resources, Computer Science, or related field of study.
  • Additional relevant experience may substitute for the recommended educational level on a year-for-year basis and additional relevant education may substitute for the recommended experience on a year-for-year basis.
