Job Description

Responsibilities include preparing project plans and schedules, monitoring and tracking project progress, and providing regular updates to clients and management. Conduct the initial consultation with the client to define the scope of work.  Provide the client with a written description of the project, and estimate within a negotiated time frame and budget appropriate to the scope of work.  May construct applications and participate in strategic and tactical planning.  May participate in performance appraisals and hiring initiatives. 

Primary Job Responsibilities

  • Independently manages all phases of systems development, including development planning, requirements analysis, input to database design, coding, testing, implementation and documentation of applications
  • Communicates regularly with internal and external customers, in order to ensure the delivery of high quality systems and application documentation
  • Proactively identifies and facilitates opportunities to enhance the quality and cost-effectiveness of IT services across the organization
  • Understands the role of DCRI IT in the overall corporate strategy and planning, and set objectives that are aligned with this role
  • Achieves a balance between individual, departmental and organization needs
  • Identifies gaps in core competencies and effectively use development strategies to build needed knowledge, skills, and abilities within the group
  • Demonstrates a willingness to accept new or additional responsibility
  • Delegates challenging assignments to employees to support professional development
  • Act as a technical consultant to team members during system development
  • Seeks and take advantage of opportunities to expand knowledge of DCRI operations beyond normal requirements or expectations
  • Identifies and acts upon opportunities to improve communications at all levels and in all directions
  • Displays an excellent ability to facilitate cross-functional communication, including ability to identify and resolve conflict
  • Solicits feedback, evaluates and monitors client or customer satisfaction to improve the quality of services 
  • Understands system validation and documentation in a regulatory environment

Education/Training

BA or BS in computer science, or a computer-related field and 5 or more years of related experience, or equivalent combination of education and experience.  

PMP certification preferred.
